COP28 brought heads of state, ministerial delegations and global media into a single controlled environment in Dubai. The negotiations made the headlines. The movements that made them possible were designed to be invisible.

Context
The Blue Zone is not a venue an event manager controls. It is a UN-administered space layered over a host-country site, governed by international accreditation rules, security perimeters and a schedule that shifts with the negotiations themselves. Delegations arrive on their own timelines. Access tiers change during the day. Sustainability requirements apply to decisions that would normally be operational afterthoughts. Working inside that means accepting that the environment sets the constraints, and your job is to build certainty underneath them.
My responsibility
I supported VIP operations and event execution within the Blue Zone environment, covering guest and delegation requirements, supplier coordination and the logistics that sit between a published schedule and an actual arrival. The work required operating to international protocol expectations in a setting where authority was distributed across UN staff, host-country entities and multiple delivery partners.
The delivery system
- Coordinated VIP and stakeholder requirements across 300+ guests and stakeholders, tracked against accreditation tiers and access windows.
- Built movement and hosting plans that assumed schedule change rather than resisting it.
- Managed supplier coordination inside a security-controlled perimeter with restricted access and load-in windows.
- Applied summit sustainability requirements to procurement and operational choices, not only to messaging.
- Held a single escalation route so a change in one delegation’s timing did not propagate into every other plan.
